| The rapid migration of the healthcare
industry to the Internet and other electronic media creates
a range of new opportunities and challenges for providers,
insurers, health plans, patients and other entities in the
healthcare industry. As has often been the case with Web-based
innovations and commerce, technology has moved in advance of
the law. The courts and legislators on both the state and national
levels are now scrambling to catch up, but the legal framework
